Hamilton chairman Les Gray says second tier sides can't afford to 'sit and do nothing'.
Meeting of all 30 SFL clubs has added 'optimism' to hopes a new setup could be in place for 2013/14.
Sides will discuss SPL plans at Hampden with no vote taking place on Friday.
An urgent meeting will be held next week as the bodies aim to push through change for next season.
