Ally McCoist has said that there was funds available for him to strengthen his squad during January, but he couldn't find the necessary quality.
Rangers saw 11 players leave Ibrox during January and there have been murmurs of disatisfaction from supporters over the lack of transfer business conducted during the window.
However, McCoist insists that he would only have added to his squad if he felt that targets would improve his squad sufficiently.
Asked if he could have added players, McCoist replied: "I could have, yes. But I didn't feel they would benefit the squad or the team.
"As manager of the club I have to put a team out on the part that wins football games. There's lots of players that are out there that we could have made bids in for, we didn't because I didn't think it would benefit the team.
"The ones that I wanted, including Grant Holt, were just a little bit too expensive for us."
McCoist also backed his chairman's belief that club business must be run in a more frugal manner.
He continued: "Craig has to run a business and run a football club and that is the most important thing. The most important thing is the welfare of the football club.
"Unfortunately the players that I wanted were just a little bit too pricey. The welfare of the club is far more important than me spending money that we can't afford to spend. Craig and I are in total agreement on that."
