A decision on whether Craig Levein will continue in his role as Scotland manager is expected to be made by the end of this week.
The national boss is expected to meet with the Scottish FA hierarchy within the next 48 hours, before a board decision is made on whether or not to sack the manager after a dismal start to the qualifying campaign for the 2014 World Cup.
It is understood that it would cost the governing body £700,000 to remove Levein from his role, with the former Dundee United and Hearts man under contract until the summer of 2014.
Having drawn their opening two home games with Serbia and Macedonia, Scotland surrendered a one-goal lead to lose 2-1 to Wales nearly three weeks ago.
That defeat was followed up by a loss to Belgium, sending the nation to the bottom of their qualifying group.
Scotland face Luxembourg in a friendly on November 14 and the squad for that match is due to be announced next week.
Speaking on their return from Brussels, chief executive Regan expressed his disappointment at the start to the campaign, having failed also to earn a place at Euro 2012.
"I think we're all bitterly disappointed to find ourselves bottom of the group after four games," he said. "Looking back to the dates meeting when we set out our fixtures, we were all hoping to get off to a much better start.
"I think we expected a difficult match against Belgium, recognising the quality of their team and how many of them are playing at the very highest levels of the English Premier League.
"Probably the most difficult one to swallow was the match against Wales on Friday night when we were 1-0 up with nine minutes to go and then lost the match 2-1. We were very disappointed indeed."
